It’s important to remember what Moshe Dayan said back in 1959, upon the decision to create a special IDF unit called the 101 Unit set up to stop the growing terrorism infiltration from Gaza back in the 1950’s:

 

“It was not in our power to guarantee every water pipe from explosion and every tree from uprooting. It was not in our power to prevent the murder of workers in the orchard and families in their sleep. But it was in our power to set a high price for our country, a price too high to be worth it to the Arab population, the Arab army, and the Arab governments. The meaning of the retaliatory action is that Israel sees the infiltration as an intolerable act of hostility and orders its forces to cross the border and attack the Arabs in their land. These actions are not an act of revenge. They are an act of punishment and a warning that if the Arab leaders do not take control of their residents and do not prevent their terror activities in Israel, the Israeli forces will do what is necessary for Israel.”
